What is it?

I have had this thing so long that I can't even remember where I got it from. I have no idea what it is so I am asking the experts. It is made by Western Electric with a tag dated April 28 1908. It claims to be a Western Electric 84A. It is made of heavy cast iron like it should be mounted outside somewhere. It would have had a glass window in the front but the glass has been broken out as long as I have had it. My uneducated guess is that it might be a vibrator to produce AC from 24 or 48 volt battery? Would it be for a magneto or Common Battery CO or is it railroad related? There is a circuit diagram inside the lid which I hope is readable once I upload it. Any and all info appreciated and if it is just what you have been looking for lets talk! It has been rusting around here long enough now.
